APUS Names New Program Directors
for School of National Security, Intelligence Studies
and International Relations
Charles Town, W.Va., April 22, 2008 – As part of the American Public University System’s (APUS) ongoing commitment to enhancing key degree programs for its civilian and military students, APUS has named Ray Bartholomew and Matthew Degn as new program directors in its School of National Security, Intelligence Studies and International Relations. APUS is an online university that serves more than 30,000 adult students living in all 50 states and more than 130 foreign countries.
Both directors bring considerable expertise from the public sector and intelligence fields. Bartholomew will oversee administration as well as faculty and student achievement processes. Degn will provide strategy and program support for the undergraduate intelligence studies program.
Bartholomew continues to serve as a business and financial analyst for Strategic Insight and he consults with the Office of Naval Research on management issues. He previously worked with, the U.S. Department of Defense, U.S. Mint, U.S. Agency for International Development and the Federal Deposit Insurance Corp and advised on information technology issues, logistics, office operations, change management and more.
Bartholomew retired from the U.S. Marine Corps in 1996. He holds a master’s degree in business administration from Strayer University and a bachelor’s degree in business management from Averett University.
Degn has extensive experience in the Middle East, serving most recently as a senior intelligence and policy advisor to the Iraqi Ministry of Interior in Baghdad. He was the senior civilian advisor in the creation of the Iraqi Counter-terrorism Agency and has been a counter-terrorism analyst in Washington D.C. and in the military.
While in the Marine Corps Degn was an intelligence analyst. He served numerous times in the Middle East, supporting operations there. Degn holds a master’s degree in national security and terrorism studies. He also holds a bachelor’s degree in history and international relations and is a graduate of the United Nations Institute for Training & Research.
