Mr. James H. Wilkinson
Vice President, Operations

James Wilkinson identifies and evaluates new business opportunities and manages new business integration for American Public University System (APUS) and the parent corporation, American Public Education, Inc. He joined the APUS team in June 2003 after serving nearly 25 years in the United States Air Force.

During his career Mr. Wilkinson served as a senior director for military personnel policy for the Department of Defense and for the Department of the Air Force. In this capacity he was responsible for planning, developing, and implementing DoD and Air Force policy on a wide range of human resource issues including force management, career development, education and training, compensation, and legislation to support DoD policy. Mr. Wilkinson commanded several organizations responsible for delivering HR services to large installations as well as geographically dispersed customers. He also led a training organization that produced over 13,000 students per year in human resources, administration and command, control and communications technical specialties.

Mr. Wilkinson earned a B.A. degree in English Literature from the Citadel. He completed postgraduate work in International Relations with the University of Southern California extension program in Stuttgart Germany and has an M.S. degree in Administration from the University of Central Michigan. He is a distinguished graduate of the Air Command and Staff College and a graduate of the Air War College.
