Federal Emergency Management Agency (FEMA) Coursework

(National Emergency Training Center, Emergency Management Institute, National Fire Academy)

The maximum transfer credit award possible from this specific internal recommendation varies based on the course(s) completed; individual transfer credit award will vary based on the requirements of a student's selected degree program, any additional documents submitted for transfer credit evaluation (TCE), and the University's TCE policies.

Any credit awarded from this internal recommendation is considered nontraditional transfer credit.

Eligibility:

Undergraduate students must be pursuing one of the following programs at the University:

  • Any undergraduate level degree program

Guidelines:

  • A student has met the terms of the agreement and is eligible for possible TCE review if they have completed coursework through FEMA and they have not yet had an Initial TCE completed.
  • If an Initial TCE has already been prepared and the student completed FEMA coursework after the official evaluation was completed, they can send in the updated paperwork. A TCE Update Request Form must also be submitted to initiate the review process.
  • If a student changes their degree program, they are eligible for a review of their FEMA transcript(s) for possible transfer credit.
  • If a student has already had an initial TCE completed, their documentation has already been reviewed, and no additional paperwork is to be submitted, they are NOT eligible for this internal policy.

Students must send in an official transcript from FEMA (Emergency Management Institute, National Fire Academy, or National Emergency Training Center) along with a TCE Application. Documentation of successful completion may make a student eligible for the following transfer credit recommendations depending on their specific undergraduate degree program requirements:

American Council on Education (ACE) reviewed FEMA coursework:

  • The University will follow the recommendations made by ACE for any FEMA coursework that ACE has reviewed. If the ACE recommendation for the course completed is for credit at the baccalaureate (lower or upper) level, the University will accept that number of semester hours for the course. Note that Vocational credit recommendations are not acceptable for credit at the postsecondary education level.
  • To search for and view applicable ACE credit recommendations, see the National Emergency Training Center (EMI) tab of the ACE National Guide.

FEMA coursework not reviewed by ACE:

  • Any remaining coursework listed on a submitted FEMA transcript that has not been reviewed by ACE will be converted from Continuing Education Units (CEUs) to Semester Hours (SH). The University will accept a maximum of up to 12 SH of transfer credit from non-ACE reviewed FEMA coursework, which can only be applied to the Elective requirements of an undergraduate degree program.
  • CEUs are converted to SH using the equation: CEUs/1.5 = SH; any decimal credit is reduced to the nearest whole number. For example, 6.3 CEUs, divided by 1.5, equals 4.2. Therefore, in this example, the student would be eligible for a maximum of up to 4 SH of Elective transfer credit.

Frederick Community College coursework:

  • If a student has successfully completed associated coursework at Frederick Community College (FCC) complimenting previously completed FEMA coursework, their FCC coursework can be reviewed for potential traditional academic transfer credit.
  • Students must submit an official Frederick Community College transcript to be eligible for potential academic transfer credit.

Please note:

This internal recommendation policy is valid for the programs listed which may be reviewed each catalog year and credit recommendations may change if the programs or internal recommendation policies are altered and/or re-evaluated.
