HIMA605 - Legal Issues in Health Information Management

This course will provide students with an overview of the legal issues that influence the management of health information. Students will examine areas related to the impact of electronic health records, ethical standards, bioethics, confidentiality, informed consent, and access to health related information. In addition, students will study legal issues related to risk, quality, and utilization management, as well as health care fraud and abuse, through various federal legislation such as the Health Insurance Portability and Accountability Act (HIPAA), the Genetic Information Nondiscrimination Act, and the American Recovery and Reinvestment Act (ARRA).

After successfully completing this course, students will be able to:
1. Examine issues related to ethical standards and bioethics in the administration of health information.
2. Evaluate the impact of electronic health records and the legal issues associated with them.
3. Examine areas related to confidentiality and informed consent of health information management.
4. Integrate legal issues related to risk, quality, and utilization management as they relate to the management of health information as an administrator.
5. Analyze the impact of federal legislation on the management of health information.
6. Assess the use of healthcare data in combating fraud and abuse.
Please join the forums each week. Replies must be posted in the week due and replies after the end of each week will not be graded. The Forums are for student interaction and input should be submitted before the week ends in order to fully participate in the discussions. Students should demonstrate their own knowledge in the forums and avoid copying and pasting from websites.

• Initial responses are to be original in content and demonstrate a thorough analysis of the topic.

During Weeks 1-6 you will complete applied/written assignments that correspond to the topics during these weeks. Please visit the Assignments area of the course for specific instructions for each. Note that all written assignments are evaluated against the rubric below.
Graduate Level Writing Rubric
A Term Paper is due Week 7. This paper should be between 7-10 pages, excluding the title page and references, and feature an analysis a contemporary, controversial legal or ethical issue. The paper should be an analysis of defense or refute, on the topic. Your paper should be in APA format, including a title and references page.
Required Textbook for the degree program:
Candidates are expected to adhere to APA style throughout the program. The Publication manual of the American Psychological Association (Currently 6th ed.) should be purchased and used in all courses.
